The Grand Council of United Emerald Societies is proud to announce Bernard "Buddy" Sullivan, 1st Deputy Commissioner of the NYC Department of Sanitation, as our 2010 Aide to the Grand Marshall for the New York City Saint Patrick's Day Parade.

Bernard “Buddy” Sullivan was born and raised in the Bronx. He is the eldest of Bernard and Graces 7 children. In 1980 he married his lovely wife Regina “Genie” Connelly-Sullivan. They have 3 beautiful children, Kimberli, Bernard and Regina Mairead. In 1997 they moved to Pearl River in Rockland County, New York where they currently reside and continue to be active members of their community.
Buddy joined the DSNY in 1981 as a Sanitation Worker assigned to the Bronx 8 District Garage, which covers Riverdale. He rose steadily through the ranks to various supervisory positions within the Departments’ 2 operational bureaus, the Bureau of Cleaning and Collection and the Bureau of Waste Disposal. In 2000 he was promoted to Chief and in seven years he served in two capacities, Chief of Bureau Operations and Chief of Cleaning Operations. In 2007 he was promoted to the rank of Director of the Bureau of Cleaning and Collection. As Director he was responsible for the policy and management of the Bureau, managing its $550 million budget, supervising the Bureau's 7,650 employees, and creating, implementing, and monitoring new cleaning and collection initiatives.
In December of 2009 Buddy was promoted to First Deputy Commissioner. As First Deputy Commissioner, Buddy assumes the role of directing all daily operations of the Department, which includes the Bureau of Cleaning and Collection (BCC), the Bureau of Waste Disposal (BWD), the Enforcement Division, the Division of Safety and Training (DST), the Personnel Management Division (PMD), and the Field Inspection and Audit Team (FIAT). Among his many achievements, Buddy is credited with directing the Department's snow operations for three winters and 26 storms - which included the management of over 7,000 uniformed employees and the utilization of over 2,000 pieces of equipment for snow fighting; managing the Department's equipment and fuel operations during the post September 11th clean-up efforts; carrying out the Department's policies and procedures for street cleaning initiatives such as Operation N.I.C.E, and servicing 25,000 litter baskets citywide. Buddy is also credited with planning and facilitating the clean-up of numerous parades including, most recently, the NY Giants and NY Yankees ticker tape parades.
Buddy completed the Mayor's Leadership Institute in 1995 and attended the John F. Kennedy School of Government at Harvard University in 2005.
Buddy is also a past President of the DSNY Emerald Society and former Vice President of the Grand Council of United Emerald Societies.
